It's not a big deal if you can't become a mercenary, because if you get enough renown you can become a vassal anyway. When completed, they will give you gold and renown, if you made the right choices. I'd just stick around the faction you want to join, and just do jobs for lords and merchant guilds until someone offers (the merchant guild won't, but just in case you can't find any lord jobs, those'll pass the time).
